what is the formula for evaluation the score?

Due to some kind of glitch, the "rules" page no longer displays the formula for evaluating the score so I'm hoping somebody can help me out here!

The glitch remains and the image showing the formula does not appear on the evaluation page mentioned. Makes it extra tricky !!

The URL in the underlying HTML is incorrect... someone from Kaggle (or their webhosting company) needs to fix this!

The image still exists, however, and the correct URL is:
https://kaggle2.blob.core.windows.net/competitions/hhp/2496/logos/eval-metric.png
